PPSD, RI Council 94, AFSCME, AFL-CIO LOCAL 1339 announce new three-year Collective Bargaining Agreement

PROVIDENCE, RI – The Providence Public School District (PPSD) announced that it reached an agreement for a three-year contract with the Rhode Island Council 94, AFSCME, AFL-CIO, Local Union 1339. Local 1339 represents the District’s clerical workers, a group composed of approximately 200 staff members. The agreement, reached on July 15, 2023, was overwhelmingly ratified by union membership, and approved by the Rhode Island Council on Elementary and Secondary Education at their October 24 meeting.

The new agreement is in effect from September 1, 2022, through August 31, 2025. The agreement provides for yearly wage increases of 3.25%, 2.5%, and 2.5% retroactive to September 1, 2022, and includes upgrades and compensation adjustments for lead building-based support personnel, allows for greater managerial hiring flexibility and a new benefit plan for new hires, and increases stipends for clerks who demonstrate proficiency in another language according to PPSD lead negotiator Charles Ruggerio.

"We continue to collaborate with all stakeholders to move Providence Public Schools forward, and this new tentative agreement with Rhode Island Council 94 will help continue to foster an environment of growth, collaboration, and excellence in education within PPSD,” said RIDE Commissioner of Education Angelica Infante-Green. “We remain committed to enhancing the educational experience for both students and educators. By supporting and empowering our staff members, we will continue to move in the right direction.”

“This agreement reflects our dedication to ensuring that our employees who shape the future of our students are supported and valued. We look forward to the positive impact this agreement will have on our educational community,” said PPSD Superintendent Dr. Javier Montañez.

“We are pleased to have a three-year agreement that recognizes Providence clerical workers professionalism and dedication to the District and its success,” said Local 1339 President Charlene Vela. “This agreement shows the benefit of working together for better collaboration that benefits all.”
